Minimum requirements for divisions� participation in collaborative projects

The board welcomed Mark Loeffler (Mallee Division) as a new rural board member.
Nola Maxfield was unanimously elected as Chair. John Meaney was unanimously elected as Deputy Chair and David Tillett was unanimously elected as Treasurer.
The board agreed the topic for the Forum on Sunday 16 February will be HARP and GP/Hospital integration. Discussion at the forum will include progress of projects; division relations with hospitals; identification of existing and potential hospital patients who are likely to be benefit from DoHA Programs (CDM (Diabetes, Asthma), HMR/DMMR, EPC, etc); division requirements for next funding round and the latest update from DHS (possibly from Ian Coverdale). The board agreed that a special Forum be held to discuss the report from the Divisions Review Panel as soon as it is released.

The board considered the minimum requirements for Divisions� participation in projects with other health services, as adopted by divisions in the S Metro region on 3 December. This follows the requirements for working with hospitals on HARP projects, adopted by the divisions on 18 March 2002, and
arises out of their experience in the HARP Program since then.The board endorsed the minimum requirements and agreed to circulate them to all Victorian divisions for consideration as policy for the next round of HARP funding.

Professor Ian Hickie, CEO of beyondblue and Dr Grace Groom, CEO of the Mental Health Council of Australia presented the results of their consultations with GPs and the community in three states around the Second National Mental Health Plan and priorities for the Third Plan with reference to the role of divisions, GPs and the relationships to the specialist mental health sector.
The board joined in a lively discussion of the range of Mental Health issues covered by Grace and Ian and agreed with Ian�s comment that the leadership role for SBOs and ADGP is to ensure the continuation of the Mental Health incentives and to resist moves to abandon them. Ian emphasised the importance of GPs advocating for innovation in Mental Health services and said that, as Victoria has invested in beyondblue, we have a special role in ensuring that the GP voice is heard in the development of the third Mental Health Plan.
Rob Grenfell will replace Nola Maxfield as the GPDV rural representative on the RWAV board.
