Workforce

Overview

In 2007 the GPV Board considered the deepening workforce crisis in primary care in metropolitan as well as rural areas, the implications for divisions of the dramatic increase in medical student numbers and the myriad effects on workforce of the shift to team-based care. In consequence GPV created a two-year position to analyse and develop policy positions on workforce issues as a basis for advocacy and further planning.

Objectives

The key focus of this role is to:

• In partnership with RWAV, to conduct a statewide survey of all Victorian divisions to examine critical workforce issues, divisions� workforce achievements, capacity to respond to workforce needs and division requirements of central agencies in relation to workforce support. 

• To develop policy positions as a basis for advocacy in relation to clinical placement capacity in general practice.

• To develop policy positions to support the further development of the practice nurse role. This component of the workforce role complements and works closely with GPV�s NiGP Program.

• To strengthen GPV�s capacity for advocacy on a range of workforce issues through policy analysis and development including: 

• Lack of infrastructure for practices to take on increased numbers of students and to further develop the practice nurse role.

• Victorian take-up of the GP Census (to be developed in conjunction with RWAV); 

• The basis for determining district of workforce shortage

•  Sustainable workforce models in areas of special interest in primary care (aged care, palliative care, HIV etc); 

• Problems with data collection including the definition of FTE for GPs.
