The Enhanced Primary Care Package (EPC) was announced in the 1999/2000 Budget as a way of improving the care and well being of older Australians and those with complex care needs. Key components of the EPC package for divisions where, the introduction of new medicare item numbers as well as the GP Education, Support and community linkages components. On the completion of the program a National Evaluation was undertaken by the Commonwealth and GPDV undertook a state level evaluation of the GP Education, Support and community linkages GPESCL component rolled out through SBOs. The GPESCL was an 18 month program and ceased to be separately funded for divisions in 2002. Whilst the EPC items have undergone some changes, they have remained available for use by GPs.

In May 2003, the Prime Minister and the Minister for Health and Ageing established a Red Tape Taskforce to investigate concerns expressed by general practitioners and their respective organisations about administrative burdens assoiciated with compliance with government programs. This included a review of the EPC Items and PIP programs.
